Celso Pinto has instructed me the answer to my Windows essential woes:

gconftool-2 --type bool --set /apps/metacity/general/enable_windows_keys
"false"

That is, set the GConf essential
/apps/metacity/general/enable_windows_keys to ########,Buy Office Enterprise 2007, the
documentation for that is:

If accurate,Office 2007 Standard Product Key, then pressing the Windows flag keys will trigger the panel's principal menu
to seem.

(This certainly proves that I didn't look challenging enough in GConf.)

The downside is that this is not exposed in a UI anyplace. Which, on
reflection, is really a excellent factor -- it shoudn't be uncovered, as the important should not be essential!

The presence of the essential can be a hack,Genuine Windows 7 Starter, plain and simple. I like the
idea of having the Win crucial display the panel's main menu. It's just like
Windows (which is not always a bad factor). The problem is execution:
under Windows,Windows 7 Enterprise Sale, the Windows Start Menu isn't displayed until the Win important is
released, i.e. on key-up. This allows using it as a command modifier,Windows 7 Sale WINDOWS.7.HOME.BASIC.RETAIL.ENGLISH.RTM.X86-8FORUMS.EXT.iso Torre,
e.g. Win+d (show desktop), Win+r (run command), Win+e (open Explorer),Office 2007 Enterprise, and the
Start Menu is never displayed for any of these shortcuts.

The problem with the Metacity implementation is that the major menu is
displayed on key-down, preventing it from being used as a modifier.

The simple solution? Follow Windows practice, and only display the panel's
main menu on Window key-up, and only if no other keys are pressed when the
Win essential is released. This allows Win+r, Win+d, Win+F1, etc. to all be
valid shortcuts, while Win (press + release) can display the principal menu, and it
all Just Works, without the requirement to set a crappy GConf crucial.
