Officials with the Alabama Association of Independent Colleges & Universities and the Alabama Department of Postsecondary Education are scheduled to formalize their pact in Montgomery today.More than 15,000 of Alabama's community college students transfer annually to a public four-year institution, according to Freida Hill, Chancellor of Alabama's two-year system.
