No es la primera vez que leemos las insinuaciones sibilinas o los intentos más directos y jacobinos de recuperar para el Gobierno Central las competencias sobre el urbanismo y la gestión del territorio. En un artículo anterior, al hilo de las [desafortunadas] declaraciones del Fiscal Vercher, bauticé este impulso recentralizador como "urbanismo con mando a distancia". En esta última ocasión -por el momento-, Marcos Vaquer, Director General de Urbanismo y Política de Suelo del Ministerio de Vivienda español, decía hace un par de días en Valencia -según cuenta El País- que:
Si lo que queremos es cambiar la Constitución, dígase claramente. Entonces algunos -creo que con total legitimidad- que no compartimos este "sí es-no es", este "quiero y no puedo", "ni chicha ni limoná" del llamado "Estado de las Autonomías", podremos plantear nuevamente nuestro modelo FEDERAL Y REPUBLICANO para España.
Este ataque de centralismo no es nuevo, como decía, aunque no voy a entrar en las disquisiciones triviales [y tribales] de nacionalistas periféricos [o centralistas], sobre si la cosa pública se gestiona mejor desde más cerca [o más lejos] del ciudadan@. Me parece un debate absurdo, por evidente. Si alguna razón de ser tiene la descentralización del poder del Estado, si algún motivo impulsa y legitima esa descentralización, es precisamente la gestión del territorio, la ordenación territorial y el urbanismo (recordemos su etimología: es la ciencia de las ciudades, no de las naciones ni de los países). Al ser una cuestión más jurídica que técnica me da cierto pudor enunciarla, dada mi ignorancia supina y notoria sobre el tema, pero no puedo dejar de hacerlo. Si me equivoco, mil disculpas, sabré aceptar las correcciones que los verdaderos expertos en derecho constitucional me hagan.
