订购机票 欧盟好意何以惹人怨？浅谈欧盟的航空碳管制

　有关减排的举措历来都受欢迎，然而欧盟的一个举措却适得其反，使全球航空企业怨声载道。业内机构和人士纷 纷指出，有关举措既不公平，也违反国际法，减排效果更是似是而非。
北京到塞内加尔机票根据欧盟法律，从2012年1月起，航空业正式被纳入欧盟的碳排放交易机制，包括2000多家外国航空公司 ，都将被纳入这一机制。也就是说，所有在欧盟境内飞行的航空公司其碳排放量都将受限，超出部分必须掏钱购买 。据估计，欧盟此举将使国际航空业每年增加成本34亿欧元，并逐年递增。
北京到弗里敦机票碳排放交易机制旨在促进全球的减排，本无可厚非。欧盟迫不及待地将航空业也纳入这一机制（简称“碳管制”） ，有提升欧盟环保领域领导作用、扩大其在碳排放交易市场优势的用意。目前全球近1500亿美元规模的碳排放 交易市场中，欧盟份额占据三分之二。航空“碳管制”从促进减排的角度讲应该是“好意”，但这样 的“好意”,优惠机票，全球其他国家航空企业能“消受”吗？

首先，欧盟单边的航空“碳管制”对其他国家航空业不公平。飞往欧盟的飞机并不全是飞行在全欧盟境内，却收取 全程费用，非常不合理。比如澳大利亚、美国、巴西或中国的航班飞往欧盟，大部分行程都不在欧盟境内，减排费 用却都要交给欧盟,留学生机票。国际航空运输协会（International Air Transport Association，IATA，简称“国际航协”）理事、中国东方航空股份有限公司（China Eastern Airlines Corporation Limited，简称“东航”）董事长刘绍勇对记者说，欧盟收取费用仅是为了改善欧盟环境，而不是用于改善 全球的环境。

“这显然违反全球减排的‘共同而又区别的责任’原则”，刘绍勇认为，让飞得少的“ 少年”和飞得多的“成年人”一起埋单，飞得多的“成年人”享受的免费额度大，“少年”却交费多，等于让发展 中国家为发达国家的民航碳排放既埋“过去”的单，又埋“未来”的单。
北京到阿布贾机票欧盟单边的航空“碳管制”也违反了国际法。美国空运协会在其网站上发表文章表示，欧盟航空排放交易体系适用 于非欧盟航空公司的做法违反了《国际民用航空公约》的多个条款，更违反美欧空中服务协议中有关税费的规定。 为此，美国空运协会及会员单位美国航空公司、大陆航空公司、美国联合航空公司2009年年底，在英国高等法 院起诉了欧盟。而中国航空运输协会日前也发表声明，不承认欧盟的航空碳排放交易机制。
北京到尼日利亚机票欧盟的航空“碳管制”真能取得迫使全球减排的效果么？对此，美国联邦航空局负责政策、国际事务以及环境的助 理局长朱莉·奥廷格表示：“二氧化碳排放需要全球解决方案…… 欧盟却在单边推进，欧盟将国际航空公司纳入航空排放交易体系可能达不到预期目的，减少航空业的二氧化碳排放 需要经过全球协调的方案。”
