<strong>Change Transaction Send File (CTSF)</strong> – The CommonLine file type used to send change transactions to guarantors, lenders, and/or servicers so that FFEL Program loans may be updated. ad valorem tax (H2)<br />An INDIRECT TAX levied as a percentage of the value of a transaction. SALES TAXES, EXCISE DUf!ES and VALUE-ADDED TAXES are major examples. In calculating such taxes, either the final price of the good or service or the value added at a particular stage of production is the basis.
